Gabriel Collins is the Baker Botts Fellow in Energy and Environmental Regulatory Affairs at Baker Institute for Public Policy’s Center for Energy Studies at Rice University. His research focuses heavily on water—including the food-water-energy nexus, water valuation, water governance, and oilfield water management—as well as unconventional oil and gas and a range of environmental, legal and national security issues. Collins is a Permian Basin native who received his B.A. from Princeton University and a J.D. from the University of Michigan Law School. He is licensed to practice law in Texas.
